FIJI::Settings did not set defaults for some values because they were flagged as mandatory in SETUP phase. This led to an error in unsaved changes indication.

Hardware has "dry-run" flag in CONFIG byte of config message which causes FIC not to update Timer values and FIUs, but to return to WAIT_FOR_CONFIG state after checking for ID/CRC errors.
